The Asset and Contracts Manager is responsible for ensuring that the organisation’s property portfolio is safe, compliant, well maintained and fit for purpose, while securing value for money through effective procurement, contract management and long-term asset planning.

The post holder will lead on asset management activity across the portfolio, including stock condition, planned investment, energy performance, adaptations and property improvement programmes. The role will also oversee the procurement and management of contracts for construction, refurbishment, safety and maintenance works, ensuring all works are commissioned appropriately, delivered to the required quality, remain within budget and comply with legal, regulatory and internal governance requirements.

The role requires strong technical knowledge of building maintenance, contract administration, procurement, cost control and housing compliance, together with the ability to work collaboratively across operational, finance, housing and property teams.

About the role 

  • Lead and manage programmes of planned investment and property improvement to ensure the portfolio remains safe, compliant, sustainable and fit for purpose.
  • Prepare and oversee specifications, schedules of work, tender documentation, cost plans and project records.
  • Ensure all projects and works activities comply with applicable legislation and good practice, including Building Regulations, CDM 2015, health and safety requirements and other statutory obligations.
  • Work closely with operational, housing, compliance and strategic asset colleagues to ensure property activity is coordinated effectively and reflects service needs.

About you

The successful applicant will have: 

  • HNC/HND, degree or equivalent qualification in Building Surveying, Asset Management, Construction, Property Maintenance or a related discipline
  • Experience of asset management, planned investment or property works delivery.
  • Strong contract management and contract administration skills
  • Good knowledge of statutory compliance requirements in buildings, including gas, electrical, fire, asbestos and legionella
